There are honest used car dealers, and there are some whose business ethics leave a lot to be desired. There are also honest customers, and some who want a brand new car, for a used car price. When you buy a used vehicle, you can expect that there will be some flaws in the car. Nothing is perfect. I consider myself an honest dealer. I have many repeat customers, and many customers who refer friends to me. I know other people in the business who have the same ethics that I do.
When you look at a used car, it is a very good idea to have your own qualified mechanic check it over before you make the purchase. I recommend that my customers do exactly that. I will not knowing sell a car with major problems, but going back to the "nothing is perfect" statement, I can miss things too!!
If a dealer is unwilling to allow you to take the car to your own mechanic (withing a reasonable distance, during the day, and at your own expense) then you may want to avoid that dealer!!

Do your research. First find the year, make, mileage & options on the car you desire. Then go to Kelly BB and get the wholesale and Retail price. Go to the selling dealer (they will have it listed right under the retail ) so be prepared to make an offer. I sell new / used cars on line and I always welcome offers. Know that most dealers won't sell a used car for les than $500 - $800 over the wholesale price.

Define honest....... you may find one that will tell you the truth about a vehicle.... and that will be satisfied with a profit that is reasonable.... but then you have to define reasonable.... which would be an amount sastifactory to both parties...
