ANY foreign trained and examined RNs must take the American NCLEX before practicing in the USA.
As to immigration and where and when you take the NCLEX, 9-11 changed all the rules. Most require you to be licensed as an RN in your own country first.

CGFNS has a website that explains everything you have to do to be credentialed in the USA if you were foreign trained. You will have to do english tests etc.

IF you have a Phillipines program that didn't give you any hospital experience you won't pass the NCLEX first time. Get some experience first.
