Hi Person,My question is about Business Tavelers Assistance(BTA's) and are they required for commercial flight

I met someone who said they need to save up $2000 just for their BTA to come to the United States from Nigeria, is this for real or can that fee be waived or lessened. They are not coming here on business, it is a permanant personal move. They are planning on immigrating here and becoming a permanent US citizen. Any information that I can obtain on this subject would be greatly appreciated.
