I recently upgraded to Windows Vista, and....?

All my programs from Windows XP are not showing up in programs file in Vitsa. How do I import all my old programs from the Windows.old file to Vista?

You have to reinstall all your programs when you upgrade your OS.

That may be trickier than you expect, because Vista is still a beta program. That means that it may not be recognized by your XP version, so that they may not know what you want. If your computer doesn't know to recognize a program, then copying your files to it may not be possible.
