The People's Liberation Army does not use AK-47s; those countries which make Kalashnikovs domestically have their own nomenclature for their versions and commonly have dissimilar design elements.

The PLA's mainstay for most of the 20th century was actually an SKS knockoff: The Type 56 rifle (East Asian armies use a nomenclature where Type = Year adopted) is a straight copy of the venerable SKS, and saw intensive use in the border war between Communist China and Communist Vietnam in 1979.

It wasn't until the Type 81 and all its variants were developed that you saw an actual "AK" looking weapon in the PLA's arsenal. It was recently replaced by a family of weapons based around a domestically developed 5.8mm cartridge.

The answer on who the manufacturer is, is simply the PLA, through China North Industries Corporation aka Norinco, who also make the new 5.8mm series of small arms.

Bound's hubby here:

First, AK-47 stands for Automat Kalishnokov Model of 1947 which is caliber 7.62x39mm. This has been superceded by the AK-74 (Model of 1974: caliber 5.45x39mm).

The Chinese use AKs and SKSs of ChiCom manufacture. Specific plants or companies are not indentified. However, NORINCO produces export firearms for the Chinese government. Other Communist countries may use AKs of various Russian and Eastern European manufacture.

The Chinese Peoples Army is, as Mao dictated, self supporting. They own such ventures as COSTCO, prison camps where some of the made in China goods and the plants where all the weapons the army uses are made. This includes the Chi-Com copy of the AK-47. The infrastructure the PA has built is really fascinating.
