Actually its called Keratosis Pilaris, it is a form of eczema and it is hard to make better, the pimple like areas are rough and can be on the face, arms and thighs. Lac hydrin is an ok cream for it but there is something new called Umecta cream that is working much better and faster. Scrubbing the areas will actually make this worse, you can't scrub it away. Go to the derm and he will give you the appropriate meds.
(Actinic Keratosis is a pre skin cancer and children normally do not have skin cancers but the name is similar so I see where mistaking the name came from.)

Do you have pets? Could it be fleabites?
Bedbugs are making a huge comeback.
If it were a heat rash, it would be on her body before her arms.
Could it be an allergic reaction? Is there something like a blanket or cosmetic product that only touches the back of her arms?

Chapaton is correct. It's usually prevalent in teens. But, it is supposed to go away on it's own, in most cases. My dermatologist recommends a lotion that was pretty expensive. And, she said that it only helps some people. She said there really isn't much you can do for it.

Variation from bacne? My sis has got that too and it sometimes shows a bit on her arms, but they tend to go away. If it lasts a long time, it's only because new ones come up. You're right, it has nothing to do with hygiene. I think it might be hormones.

I would contact a physician and ask them, not yahoo. But it could be a form of eczema.

Probably HEAT bumps, Is it hot where you live?, Try oatmeal soap and soak. If it is heat, there is nothing that you can do about it
