If normally you dont have cleavage, and you wear a special bra from victorias secret that makes your boobs like a cup size bigger, is that considered false advertising and frowned upon socially? I have always wanted cleavage. Would wearing this bra be bad on a first date?

If it makes you look bigger, then the bra does what it's designed to do. How is that false advertising?
Nothing about women is real these days. We dye and perm, tweeze, shave, wax, and now have surgeries to fix ourselves. Women advertise falsely on a daily basis. And trust me, any guy that hooks up with you is not going to notice a discrepency between your size without the bra and with is. His only thought is "BOOOOOBBBBIIIIIEEEESSSS!!!!"

For one thing, a man should not date a woman for bra size. I know this goes on all the time, but you do not need anyone like this. So, no is the answer.
