I'd say it depends on the situation. Most of the time, the person who didn't lock the door.
But, if its like the middle of the night, and you can see light under the door, and you didn't knock, that's the person who didn't knock's fault.
Or, if its a bathroom you've never used before (public or at someone's house) you don't know if it has a lock, and sometimes they don't work, so always knock. In that case it would be the person who didn't knock's fault.
Other then that, I'd assume its the person who didn't lock's fault. Its a general rule that you lock a bathroom door when its in use.

The person who doesn't lock the door is guilty while the person who doesn't knock the door is innocent. But if on opening the bathroom door without knocking he sees some lady Its like " BOON IN DISGUISE FOR BOTH OF THEM."

I say the person who don't knock, because if you go to the door and it's closed, theres a 50/50 chance someone is in it, and a lot of times you think you've locked the door but it winds up you didn't. So definitely the person who don't knock.

If the door is closed, the person who doesn't knock is more rude. Since when do you open a closed door to such a personal space without knocking?
Also, not all doors lock. Could be broken. Gotta take extra precaution and knock. Easy to do.

You should always lock the bathroom door if you don't want to be caught with your pants down. And as for knocking on bathroom doors before entering, I've never heard of that custom........Unless you know that someone is in there.

If a bathroom door is closed you should always knock before entering. It is called having manners. Bathroom activities are private, that is why we have doors that close. You should not have to lock the door to have privacy.
