The idea is that you will stay in the aircraft until it crashed. Can you imagine what chaos it would be if 250 passengers were trying to put on parachutes and push each other out of the way so they could jump out of the plane? Not to mention that putting on and deploying a parachute isn't as easy as it looks.
If the plane "lands" on water, the idea is you hold onto the cushion after you've inflated your life vest and wait until either you are rescued or the sharks find you.

THINK about it! if a plane lands in water, would you need a parachute or a flotation device?

If a plane was crashing you would NOT want a few hundred people jumping out with parachutes because
1. to many, possibility for major tangles!
2. people would get sucked into the motor!
3. they would not be trained in parachuting
4. you cannot determine where they will land

This is because if planes crash and the fall into the water you will need to float to survive and if you don't have one and there are possibilities that someone might dround without one. Also, they do have parachutes in case of an emergency.

Parachutes wouldnt be very smart. Think about it... If 50 people open a parachute all at once in once place, chances are that they will get tangled up.

Because to sky dive from a plane, you have to know what you're doing, how to guide, how to land, how and when to open the chute, etc...a floatation device is a no brainer

Because the airplane is pressurized so you could not open the doors in0flight and jump out. If you did land in the water you could use the flotation devices.

Because they're never going to ask you to skydive! They will always attempt to land the plane safely (pilots are well trained in emergency landings) and then if the pilot happens to land in water because that's all that's there, you better hope that flotation device is there because that plane is going down!

Because at 7 miles up and at 600 mile per hour exiting the plane would kill you.

in case there are survivors in an ocean crash. people wont be able to parachute jump off of a falling plane
