It's Polish and both mean the same "I love you". In Polish it's possible to omit the personal pronoun and hence the firts version "Kocham cię" (the verb ending -m points to the 1. person singular). However, it's also correct to say "Ja cię kocham" ("ja" means "I"), but I sounds more like persuading someone that we love them.
Most Poles would say "Kocham cię".

Kocham cie is I love you in Polish.
Not sure what the 2nd part means. "I love Jacie" maybe?

they both mean I love you in Polish.
I googled it and found a site titled I love you (in different languages) pushed ctrl - F and it showed both of those phrases as Polish translations of I love you.
