They are the same thing. A better way to describe it is to refer to the risk of infection. All humans are susceptible or vulnerable to HIV, hence the name. However, it is what behaviors one engages in that put one at risk for being infected -- unprotected sex, multiple sex partners, having sex with people whose HIV status you do not know, sharing needles to shoot drugs, coming in contact with blood, etc.
