1 or 2 things he might be looking at you cus you keep looking at him and he is wondering wtf is this girls problem.... or He might be looking at you and just hasnt worked up the courage to come up and talk to you... maybe you should start a convo with him and see how it goes..

One way to find out is to make eye contact and smile at him. If he smiles back, you'll know.

Well, introduce your self first of all your not getting anywhere looking at him, so ask he/she wants to hang out sometime. (and be yourself)
