Use bicarbonate soda, sprinkle on carpet, leave overnight, vacum,it might take a few tries, but it does work.
You can also try
Mixing one gallon of white vinegar with one gallon of water. Pour it straight on the area with urine and let it soak into the carpet, pad, and sub floor.
After letting it sit for about 30 minutes, rent a carpet machine to pull out as much solution as you can. Your house may smell like vinegar for a few days, but it will dissipate over time. The vinegar neutralizes the urine smell and your house will smell clean.

I used to recommend nature's miracle to customers, but they changed their formula recently and it doesn't seem to work quite as well.
I personally use Simple Solution - smells good, removes stains just by dousing the area... make sure to use plenty! You can use it in a carpet cleaner too. Instructions on the bottle.

There is a product called Odo-Ban which helps, and another product called Urinex. Look at Petsmart or one of those type stores. Also, you might look into dry carpet cleaning. They use products that absorb odors and dirt rather than introducing moisture (i.e. steam/water) into the carpet. Good luck!!!

Another vote for Nature's Miracle!
Also, crate train your dog so it does't pee in the house and walk it often.
