According to whom? I had never heard this before, and I suspect it's a lot of heresay without any clinical evidence to back it up. I did a search myself on CINAHL (the cumulative index of nursing and allied health literature) which is the primary research database for this type of subject (whereas Medline is geared toward medical/surgical subjects). I searched the following terms:
ankle weights and walking
cuff weights and walking
cuff weights
ankle weight
gait and cuff weights.
ankle weights and ground reaction forces
I found no evidence to support this claim (that you should not wear ankle weights while walking), but did find a study that compared oxygen consumption in adults who walked with ankle weights. It was found to increase by 7.4% (ie, was more challenging to the respiratory system) this was a statistically significant increase.
I found no evidence that walking with ankle weights is realted to "joint damage." (Although I wouldn't strap on anything heavier than a couple pounds for walking anyway just for the shear awkwardness of it).

They're really bad for your back. Walking naturally is better, and if you would like to carry weights, this would be the best, as it's more natural and it won't throw your back off track. It's the forward motion with your walk with weights that is not healthy for your back.

It's bad for your joints. The same goes for carrying hand weights while walking. The swinging movements and the weight could cause you to knock your joints harder and could cause damage to the joints. Take care!

it's very bad for your knees - the resistance at the bottom of your leg puts all the strain on your knees - if you want resistance while you walk, walk in a swimming pool - it's natural resistance and 100% non impact

Keep them on! If you are in school, where them in the winter time, so pants cover them, when you are wearing shorts, the teachers may tmake you take them off. When I first got my light pair, I used them so much, I even had to sleep in them.

if you do not do it too long..,i do it,from time to time..,but not longer than an half an our or so..,and not to heavy either..
never had problems with that,with muscles and bones i mean..
