Yes definitely he does. You should make a move, as his shyness may be preventing him from approaching you. Try and get to see him some time his friends and other people you know are not around - that way he'll be more natural with you. Good luck!

He 'might' like you. Who's to say? Kids in school do that kind of thing. Write down random things on other people's stuff. I wouldn't read into that 'too' much. If I were you I'd just strike up conversations with him. Not to ask him if he likes you as you should find that out naturally if you just hang around him a little here and there. He'll get over his shyness much quicker this way and he'll either ask you out if he likes you or he'll show you enough signs where you can figure it out and decide what to do.
