I'm a high school teacher, and from what I've observed, the ones who get elected are the ones who make people laugh. Be funny.
Sadly, I'd like to say adult elections are significantly different, but a lot of adults vote for "the guy they'd rather have a beer with," instead of the candidate with the best qualifications.

HI! I am in the 8th grade and I just ran for student council on Friday and made it! I can't give you a speech but I can give you some tips...
1. Just be yourself!
2. Don't make promises you can't keep
3. Say something like, "I can't promise to give you everything, but I can promise to be my best and to try...and I can promise to let everyone have their opinion said out loud without any negative comments in return."
4. Don't make it sound so professional...make it fun!
Those are all the tips I've got...I know you can do it. Have fun, and good luck!

Make a lot of promises you think the kids want. Like any other politician, once you're elected it won't matter if you keep them.
But seriously, if you have to ask the question, you don't belong in the position. These kids need a representative that KNOWS what they need and want. It should have nothing to do with personal popularity. It should be all about the desire to serve, and to see that your fellow students get proper representation with the faculty and the education board.

Make your own speech. Having someone else tell you what to say is not original. You're not being yourself, therefore, YOU wouldn't get voted but the person who gave you your speech idea would. Now go get a pen, and start writing. Quit asking other people to do your work for you!

Make sure to throw a good joke in there, make them laugh, get them to remember you. Because they are going to forget all the other BS you say when they go to vote, anyway.
