I'd put a jug of filthy, polluted water that would make anyone that drank it extremely sick on a small table in the desert. The sign would say "Caution: Deadly Water. Do not drink." in English on the top part of it and say:
"WELCOME TO AMERICA! YOU PEOPLE DO THE JOBS WE DON'T WANT- WE VALUE YOUR SERVICES AND ARE 110% GRATEFUL AND HAPPY THAT YOU CHOSE AMERICA FOR YOUR NEW HOMELAND!"
in Spanish and in big, bold print below the English part. After two or three days, people on both sides of the border will get the message of why learning English should be mandatory in America and how so many people refuse to learn English.
FYI: I'm slightly kidding..... I *think*.....

I actually saw this one on the back of a 18 wheeler.It said
"I Brake For Animals But Not For Illegals".Even I thought that was bad.
