I think its self preservation..
It is in our genes to evaluate every animal (people included) we come in contact with. We are assessing the potential for personal harm or personal gain.
As for your term 'ugly'.... That's also in our genes. But what IS ugly? Ugly today is not what 'ugly' was 100 years ago and won't be the same 100 years from now.
We (animals) are constantly seeking (evaluating) possible mates. This includes "married" people. In our souls we look at what we might need in the future.
We pick the 'mate' that will help us produce off spring that will be stronger, wiser, prettier, and best able to help us have a comfortable life.
We makes these choices based on 15 million years of evolution..

Some things are more obvious than others unfortunately. It takes 2 secs to notice someone is unattractive but much longer to realize they have a nice personality. If there's enough time for the personality to shine through, it might make up for not being attractive, depending on how shallow the person is and how much they need someone attractive by their side to boost their own self esteem.
