The most likely reason is because horses don't have good colour vision. They are good at detecting shades of grey and movement, as a herd animal in the wild they would need to be able to spot predators.

So having white fences would be a good contrast to the background so horses would be able to see the fences more easily.

Purple would look downright ridiculous!
Fences are usually painted white or black. There are two reasons....1. It has to be certain type of paint and it does not come in many colors.
2. Because most other colors would look bad.
Some think black stays cleaner....Other think white looks nicer.....Personal preference...

Because horses chew on wood and white paint has the least toxins.
