They are shifting their weight and stance to the most stable position from which to launch their bodies. It's kind of like when a weight lifter first picks up a weighted bar and sort of shifts his/her grip to the most balanced place to put his/her hands. It helps the cat to jump exactly where it is aiming.

Yes they do. They will crouth down in the front, dig their feet a little and shake their butts a few times before pouncing. This is not an abnormal thing for most cats.
