You have to download Adobe reader - which is free to all.
http://adobe.authenticdownloads.com/
This will allow you to read the file, only. Once you have the Adobe Reader on your hard drive, you can open and re-read the file at any time.

If you already have Adobe Acrobat Reader on your PC, uninstall it and get a new copy.
Go to www.adobe.com and download Acrobat Reader.

You need Acrobat Reader to view PDF files.
