Excellent question. My guess is that They do not want to invest the time into reading the entire question. All questions can not be asked in 20 words, or less. To completely explain ones question, sometimes many words are needed. And some People are more detailed oriented. And some are just going for the points.
I have often wondered this Myself, and thought about posing the question. Thanks for asking.

Because the amount of effort required to direct lighening bolts is too much for most novice witches. Most witches can summon a simple thunderstorm. But it requires a skilled adept to contorl and direct it and all of the elements it contains. I learned this from the Dali Lama

Because people form snap judgements based on a limited amount of knowledge. People who are racist or prejudice in anyway do the very same thing. Politicians do it. Everyone does it; just some people have the ability to think it through and not allow their prejudgements to be their actual judgements.

I think some people don't read the question fully because they think they have something better to do, and want to answer a question as fast as they can to get the points. But who knows.

I think that sometimes people get 'caught up' in their answers; perhaps they don't fully understand the question or only part of it.

Then again... maybe the question was posed poorly. I'm sure if varies from posting&reply to posting&reply.

maybe they really don't know the entire answer to the question so they answer what they know of the question. and maybe they are just trying to get points instead of really answering the question and helping out someone with their problem or question.
