Probably because it's for entertainment purposes (a movie) so in a sense looked at as art lol
So the actors/actresses are being paid for 'acting' so to speak, not for sex. And the people that they are having sex with are also being paid, so it's not really the same as the 'service' of a man paying a woman for it.
I'm not sure the definition of soliciting by law... but the movie producers and the crew have to be protected in some way.
Just a guess.
