Well, if you mean silver lining, it comes from every cloud has a silver lining, and it means that even things that appear bad have something positive about them if you look for it. If you do mean sliver lining, I have no idea.

If you meant "silver lining" it refers to the fact that all problems have a silver lining (something of value) in them. Like while panning for gold people find a few specs of it among all of the dirt. Also could be a situation that is a blessing in disguise.
