Your peregrine could have lice, do you have a protector on the cage? She could also be suffering from dry skin, or stress, you should take her to a vet or call your local vet and explain to them what's going on with her, either you will get an answer over the phone, or most likely they will have you bring her in.

my Friend has a bird sanctuary at her home , she said your bird is upset that's why she is plucking , she needs more attention
