I've been working on a shy girl for a while now. I've asked her to homecoming, flirt with her quite a bit, catch her looking at me at lunch, etc etc. Everyday I see her in the hall at the same time, and she smiles when she walks past me and I just kinda stare at her..not like in a rude way but kinda jokingly, and she'll laugh sometimes. One of my friends found out that she tries to ignore me/not talk to me in the hallway to bug me. Why would she do this?

Her attitude sounds like her very own brand of flirting. If she wasn't interested in you, she wouldn't be smiling at you. Smiles from girls are usual meant as an encouragement. They say "Hi! Look at me!". Maybe you should try harder or just ask her about her feelings. Especially if she is looking for you, just to look at you,during lunch.

Why? She's playing hard to get and good for her. She's making you understand that she's not just an object to a guy. You'll have to earn her respect and trust.
Just keep being nice to her. Tell her you like her. Offer to carry books. Open the door for her...All those kind of good guy things. She'll come around.
