If you are not actively being attacked by a dangerous dog, then yes you can be arrested on cruelty charges. There are humane societies that will do that for you.

Yes, you can be arrested unless you felt the animal put you in immediate danger or you feared for your life. The loose dog attacking you would justify your killing it, as long as it wasn't a police dog.
If you ever make the mistake of killing a police dog, expect to be charged with killing a police officer. Assaulting one will get you charged with assault of a police officer. They are, for all intents and purposes, considered Police Officers.

If the officer has probable cause to reasonably believe that you killed the dog for the sheer kick of it, then yes, you can be charged with "cruelty to animals", of course this will also depend on what means you used to kill the dog, "running him over on accident VS running him over on purpose-several times, or if you beat it with a brick, like i said depends on the general circumstance, of course if a dog comes into your yard and you have reason to fear for the safety of your own pet, or for the safety of your children, then yes, have a go at it, just remember, if you own a firearm, and decide to discharge, think beyond your target, don't go outside and shoot at the dog with your kid's bedroom window behind the dog........hey, it's happened.

Each jurisdiction is different. What you need to do is look at your State animal codes and then your local animal codes.
It is most likely that there is some code in your jurisdiction which focuses on the killing of dogs.
