Bilal is a name derived from arabic name of islamic muezzin Hazrat Bilal (r.a.). but i want to know the lexical meaning of word "Bilal".

i think its the person who calls out the Azan 5 times a day for prayers, it derived from his name,theres a story bout it. and when its time for prayer usually the question that everyone asks is 'who wants to be the bilal?'

Belial is not so much a word as it is a who... It is a demon whose name means (translates to) "Without worth."
