My ferret has been acting really strange lately, and sometimes it seems like he doesnt want to use his hind legs and other time he seems totally fine. and today he seemed like really deppressed or something and i am really worried about him. My parents say he will be fine and don't want to take him to a vet because it costs alot of money. Does anyone know what i can do?

No, there is no home test. You would have to use a blood glucose machine and even that can be hard to do on a ferret. Save yourself time and money and go to a vet. They will snip a ferret's nail short, get some blood, and run a test that only takes 10 minutes. They will see where he is at. When a ferret goes to the vet their blood test will usually post at 10 points higher than it really is, due to stress. So keep that in mind. Horrible insulinoma is in the 20's or less. Bad is 20 to 40. 40 to 60 is high insulinoma. Take care. My vet only charges 20 for this.

Unfortunately I don't think you have a choice with this one. If you believe your animal to be out of sorts and this continues for more than a couple of days you have a legal responsibility to seek treatment.
Yes, vets can be expensive, but it is usually worth the cost. An initial consultation will only be £20 to £30 and this may be enough to set your mind at rest, but if further diagnostics are required then its worth finding that out sooner rather than later.
There are a variety of conditions that could cause the symptoms you describe in a ferret, and some of them are not that complex or costly to treat.
However, you must seek Veterinary advice to make sure. You need to explain to your parents that there really is something wrong and you should go to a vet asap. Speaking legally about the UK (not sure of your location) if your animal is suffering and you don't seek advice you can be guilty of animal cruelty and prosecuted as such.
Get to that vet and see what they say!
