A because in that sentence the chairman is ACTIVELY doing something, while in the other sentences the subject (the bill in B, C and D, and I in D) is PASSIVELY having something done to it.

It's A. The easiest way to spot the difference between active and passive is that a passive voice sentence will have a verb phrase instead of just a verb.
