Send him an email or a mail using a proper format(You must mention the reason to meet him).If you have a valid reason he will reply you and will give you an appointment and then you can go ahead and meet him at the date and time fixed up.But it will take a very long time to get a reply from him and it depends on the weightage of the reason for which you want to meet him.Good Luck.

Ok, first of all, Mr. jack Minouf, you are one racist and ill-informed individual. Obviously you have NEVER been outside the USA. Grow up, and get educated.
To answer the question in a dignified way without insulting the counrty and/or its inhabitants (in the way Mr. jack Minouf does), the best way to meet the Indian PM is to contact the PM's office. I'm sure they have a public website where you can email the office. You can also see where the PM makes any public appearances and (if possible) attend them and try to meet the PM.

The fastest way is to go to his office and submit your request letter to the secretary. May be you may have to stay for a week in Delhi and he will give you the appointment. Also by paying Rs.10 you can RFI. Good Luck.

PRESIDENT OF INDIA USED TO MEET THE PUBLIC BY WAY OF TAKING APPOINTMENT AND ALSO THE VALID REASON TO MEET PRESIDENT OF INDIA. FOR THIS YOU WILL HAVE APPLY IN THE PRESIDENT'S SECRETARIATS WRITING YOU FULL ADDRESS AND REASONS. THE SECURITY WILL SCRUTINISED YOU AND GIVE THE REPORT TO SECRETARIAT. THEN THEY WILL GIVE TIME AND DATE TO MEET THE PRESIDENT OF INDIA. THIS PROCEDURE TAKE AT LEAST ONE AND HALF MONTH.
