B, because active voice means that the subject DOES something. In the other ones, the subject IS DOING something. I know, it's hard to explain. There's a lot more background information that goes with that, but it's too much to explain! (Sorry for caps!)

An active voice occurs when the subject is the actor of the verb.
So B. would be the answer: the subject is "people" and the verb is "think"...the people are thinking!
