Why? Because this sentence structure implies that the interest rates were going to the bank (i.e. "interest rates" is the subject of the sentence). You (or one or more other people) were probably going to the bank, during which time the interest rates went down. Yes?

None of them contain a dangling modifier. A dangling modifier is like, "I saw the rope dangling"

B is the answer because dangling modifiers have more than one meaning or in other words, different meaning can be read into it

This is an incorrect construction because it makes it sound like the interest rates were on the way to the bank.

It should read, "While I was on my way to the bank, the interest rates went down."
