How do I get cats to stop using my outdoor mulch as kitty litter?

Spay air freshener on the ground. It worked for me.

try a water spray bottle. it is safe and they hate getting hit in the face with water ,but you do have to catch them in the act.

dont let them outside, or watch them and scold them when the use it
