Well did he just get out of a bad relationship? Maybe he just wants to be friends first and then take things to the next level. Give him some time like maybe 2 or 3 weeks k.

I think that he likes you but doesnt really want a girl rigth now maybe he has to focus on something else like his family or his grades ....maybe he is scared a girlfriend will get in the way of what he has to do at this moment but if he sayd he likes you that means he likes but doent have time or is ready to have a girl right now
