If the American is willing to mary the person from a different country, then, yes, they can become a U.S. citizen. They have to remain married for a period of time , and are subject to periodic observations by the U.S. If they're trully living as a maried couple, then over time, the other person does get to be come a citizen.
If they don't get married, then, depending on the country the foriegn person is comming from, and what the reason is that they give to visit the country, it can b easy to visit, but not stay, and live here. A work or a student Visa, is another way to visit. To live here permanently, (legaly)...the person will need to mary an American, or, yes it is extremely difficult.

if someone loves you and their an american citizen then its not hard for you to come to the united states, but they have to do all the paper work for you to come here.
but a lot of americans don't trust foreigners to come to the united states anymore, even to mary them. so good luck on that.
I'm just being honest with you, as an american. but I read all the answers and I think Mr. Wondering should get the best answer.

He can marry abroad, but she has to file for her visa sponsorship. Then she can come over to the states with him.
Now, if she decides to divorce him in two years..she has to go back and leave the United States.
There are new rules before a spouse can claim her citizenship.
She must live with her husband at least 10 years

if you're a citizen, marry her first and it will be more desirable uncomplicated to convey her the following. basically record an I-one hundred thirty form. Even if you are married you need to pay outrageous fees and wait years for approval that you might never get.
Do what everybody else does and come illegally.

It gets more difficult all the time , even if they marry a US citizen.
Too many folks just gettin married for 5k or so.
