They give all the tease of a skirt ("Hey, I might see her underwear. If she is wearing any") without ever having to actually risk the tease.

Skorts are an awful invention, to be sure.
Except for little girls. I used to be a daycare teacher and girls will pull their skirts up ALL the time. Skorts kept them from showing their panties off.

I hate them, they're ridiculous. Just wear a skirt or a pair of shorts! Some combinations should not exist.
I also hate it when people wear a skirt and then they wear pants under it! What is the point? It looks so stupid.
It also annoys me when people wear thick tights under their skirt. If you're afraid to show your legs then don't wear a damn skirt. Why all the covering up?

I wear skorts all the time, that way if I have to open my legs for some reason I can feel comfortable about doing so.

They are mainly for fat chicks so their legs don't rub together under the skirt causing chaffing.
