Preschools are governed by local ordinances just like any other business. Try the local code enforcement (city/county).
Also, state children's welfare agencies would like to know.

Contact the municipality's board of health. They are responsible for regulating issues such as foodservice and sanitary facilities. If there is not board of health, the Parents' Organization would be a good group to talk to,as would the local building department and your city council or Board of Selectmen.
