An "Act of God" is not necessarily a "miracle". And there can be "bad" things included in a miracle. As Christians we are supposed to find the good and positive things in everything.

A bad "Act of God" can cause bad things to happen, but a miracle can come out of a tragedy. A baby was trapped under a house but it was trapped in a safe "pocket" and was rescued. That is a miracle inside of and "Act of God".

Since Satan can counterfeit miracles on earth, I would have to say Yes there can be "bad" miracles
As for "Acts Of God" in insurance, many people blame God for everything that happens on earth. This used to be the prevailing outlook thus if nature went wild it was an act of God. It stuck.

Depends on point of view. Parting of the red sea may have made Moses happy but I am sure Pharoah wasn't pleased.
