First of all Jewish Law is kept by all religious Jews....Hasidic or not Hasidic.....so this answer applies for all religious Jews.

There are two issues for Jews smoking Marijuana.

1. One must guard his health
2. One must obey the law of the land

Smoking has been considered against Jewish Law because it is damaging to ones health. Most leading rabbi's today have already come out against it. There are still many Jews who smoke cigarettes today because some rabbi's consider it a grey area similar to eating unhealthy food. While they all agree one shouldn't smoke or eat unhealthy it falls short of actually being forbidden under Jewish law. If weed is as or more unhealthy then cigarettes then all the above applies. If it is healthier then cigarettes then the above may not apply.

It is forbidden to break the law of whatever country one is living unless it goes directly against Jewish law. If the Gov. does not enforce the law then it is permitted to break that law (for example going 56MPH in a 55MPH zone) some have used this to justify smoking marijuana but I think that's pretty lame.

is it considered work to light a fire or use electricity to light the doobie....

is intaking the smoke work, and can it be done on Shabot

dang so much is incompatible to hasidic Jewish culture I'm sure someone found a way to make it not fun, non fundamental and therefore a sin

if the smoke benefits the person and heals the disease, is that allowed or do we consider God to make the ganja so we can use it (not on shabot) to heal ourselves..

oh well maybe process the marijane and make it Kosher

or is breathing polution in air incompatible to religious laws too
