Honestly, it really doesn't matter that much unless you climb an extortionate amount of steps every day. If you want to tone your legs without going to the gym do some bodyweight squats.
To do a bodyweight squat you find a smooth surface..the fridge, a nice smooth wall, a door..etc. Put your back against it and your goal is to basically sit down with your legs eventually reaching a 90 degree angle all the while keeping your back against the wall. If you do them slow you'll be surprised how much it burns. I'd reccomend 2-3 sets of 15-20 reps based on your physical ability. If you can do more..then do more..if less..you get the idea. Do that a couple times a week and you'll be set.

The answer is both. You use different muscles in the leg when you take longer strides (Hamstrings, Quads, and Glutes) then when you take the shorter stride (Calf Muscles and Adductors).
Try alternating from day to day for more diverse toning.

the best way honestly but toning legs is by running mami but you can take to stairs at a time you can feel the muscles in your legs and calves by doin those to excercise i recommend this to you mami

slowly one at a time. Two at a time raises your heart rate, but is taxing on your joints.
Slowly allows you to focus on flexing every part of the leg.

Depends on your physical abilities and your desire. If taking two steps tires you out too quickly (making you want to quit), take one at a time.
