I was looking in bbb, but couldn't find where to report a company that the bbb said they didn't have record of.

I agree with the poster that recommended the district attorney.

Contact not only the DA in the state where the company is, but the DA in your state also.

Depending on the type of fraud, you might also do as the second poster recommended and file with the police.
Also, depending on the type of fraud, you might file a complaint with the FTC.

The BBB is not a government agency and therefor is not much help against an outright fraud. I would suggest contacting the FCC(if its based on phones or e-mail) or the District Attorney in the county it is operating if you know the company's physical address.

If the fraud is being perpetrated by the company, go to the police, White Collar Crimes Unit with any and all evidence you have. If you only have suspicions, I suggest that you think long and hard about your allegations. They may be actionable (the company could sue you for defamation).
