Photoshop is the professional's choice and so it isn't cheap or very easy to use but it is the best, as you asked.
Something easy to use would be Picasa, although it isn't the best it does quite a lot and it is free. You can get it here:

photo shop is the best but its really expensive and hard to use.
normally you get free programs when u buy a digital camera...
i have a nikon one and the software that came with it and its pretty easy to use. maybe u can buy it, im not sure, its really good but nothing beats photoshop

Best all around for non-pro folks (in my opinion) is Photoshop Elements. It has all the cool stuff that any regular Joe could need for editing and organizing.
