Privacy laws make it so you have to have certain reasons to do so, and you have to get permission from that person. You can't just go poking into some other citizen's records unless you get authorization.

If you're an employer, you ask the employee to sign her or his permission. That employee has the right to deny it.

My agency will allow an individual to do a felony check without permission as it is deemed public record.

Otherwise you need permission of that person to do so.
