Either can be used depending on the context.

First of all, the question should be phrased as "which is right" instead of "what" (since you wanna get all technical). Secondly, who cares! I'm kidding. I think it's "speak English"

speak english is more correct in the way it is spoken, but both are correct

Avoid unnecessary prepositions. Just "speak English," please.
