Im selling something on eBay, and a potential buyer emailed me asking if I would ship internationally to Turkey.

Is USPS the cheapest?

Im selling a laptop fan with an estimated value of 50 bucks. How much do I have to charge the guy for customs, or does he pay for that?

When you ship internationally, you have to attach a customs form, available at any post office. You have to write down what it is that you are shipping on the customs form.

All the shipper pays is the shipping cost, but the recipient may have to pay duty, which can be substantial on "technology" items. That differs substantially by country.

If the recipient refuses the item, or cannot be located, they might ship it back to you at your cost. Read the customs form carefully.

USPS is cheaper but not reliable. Use UPS or FedEx. That way you can track it and make sure it doesn't get lost. Don't take any chances. He should pay for customs or you could split the cost.
Go to FedExKinkos, they will get you all set up.

You pay, but you can include the charge as part of the cost to him. There are several forms to fill out as well - sworn statements, etc. - I would try UPS if I were you - that way both parties can track the package.
