Not sure who George De Latour actually is, where he and his wine come from and what his Private Reserve 1983 stands for -- could be another overpriced phony leaning on the Latour name --, but a Grand Cru Chateau Latour (Pauillac) from 1983 would start at about 5000$ a bottle.
Good luck and think first

De Latour is the higher end reserve producer for Bealieu Vineyards. Does the label not say "BV" anywhere? Anyway, the price on this bottle is between $65 and $90.

Too much to be worth it.

Unless you're a serious connoisseur and/or a sommolier chances are you won't have the pallate to know the difference between that bottle of Latour and a $50 bottle of something that's a current release.

Caveat Emptor.

If you have to ask the price, you can't afford it.

Seriously, that is bound to be one expensive bottle of wine.
