-Play doh set
-Mr. Potato head set
-Squeeze bottle paints that make dots
-Walmart has a bunch of plastic animals my son loves to bring in the bath with him
-Shapes wooden puzzles
-Wiggles DVDs (great for the parents too)
I always love to give a bag of a bunch of little things, it's so much more fun

A nice story book is always a great idea. Moms love those presents as well. If she loves animals then you could get her a book about the zoo or farm.
Other ideas are outfits for her baby dolls, or a kit with baby doll stuff in it (like bottles, spoon for feeding, brush, etc.), or perhaps other doll accessories like a doctor kit or a veterinarian kit.

Just had my daughters 2nd birthday and her favorite toy was a shopping cart with groceries. She has pushed all over the house!

Dress up! Girls love to dress up when their that young of age they try and put bigger peoples shoes on and run around in them or put their clothes on or take their cell phones and try to call them. I think dress up was fun but make sure there are no small parts so where she can choke on them. Have fun!

My two year old loves to sing along. Get her some "princess songs" or other sing along CD's. They are better than regular movies or TV and encourage her to express herself. (of course, sing along DVD's are a good idea too. mine loves the barbie "Princess and the Pauper "!)

I would get her something educational that teaches like shapes or colors so that she can start learning things of importance instead of silly stuffed animals
