The expression caused a huge uproar among religious conservatives because they thought the phrase was pornographic.
Hefner wrote a series of articles in the 7th, 8th and 9th issues about how naive the religious conservatives were re euphemistic language for human sexuality.
Thus the idiom "wide-eyed and bushy tailed" was introduced to and sustained in the English language.

Squirrel hunters and keepers. Go to the country or a park up north. The healthy squirrels hold their tails up and it is very bushy. Because of the possibility of predators their eyes are wide open. So wide eyed and bushy tailed is a healthy, alert person.
