Why aren't you allowing any carbs? You need carbohydrates to live. You can't live on just protein. Try whole grains and things with a lot of fiber. If you want your metabolism to speed up, exercise to increase your heart rate, and work with the weights to increase muscle, too. A pound of muscle uses far more energy than a pound of fat.

The basis for how everything in your body works (including your metabolism) is genetics. After that, other factors come into play including age, sex, type and amount of physical activity, diet, general health, etc.
Consult a doctor regarding your metabolism. S/he'll ask you all the appropriate questions and see if there isn't some underlying condition that is not evident on the surface that needs to be addressed, or s/he'll give you some sensible recommendations to try without medication and what not.
Not for anything, but if you've been a fad-dieter and have little-to-no physical activity, you have have simply thrown your metabolism out of whack, and it just needs to be regulated again. Not a big deal, just go about it safely and sensibly.

Getting your metabolism up is a hard thing to do. For starters start eating several small meals a day (instead of 3, shoot for 5-8) and try to keep your body active. Just siting around or only getting exercise once a day will not work, you have to keep active several times a day.

There can be many reasons, but one that frequently gets overlooked is the balance of hormones in your system. If there is too little of certain hormones, it can make it impossible for your body to make use of certain nutritional elements, which in turn prevents the proper enzymes and other building blocks for a healthy metabolism. I went through this after I turned 35, finally went to the doctor, he did a full analysis of blood including hormone levels, and has adjusted them back to what I had in the early twenties. That, plus a daily jog, plus eating fewer carbs and more protein has me back to no longer fat, no longer tired all the time, and I actually have a working... uh, well you know... again. Not many people probably think this way, but it could have something to do with your mother's sugar intake/diet/metabolism while you were in the womb, and then later with the eating, exercise, resting, and excitement/stress patterns in the home, and then with your own choices after leaving home.
So now you're stuck with this biology you have to live with and support as best you can. You have to make it work optimally for YOU. So eat the way your body needs, not what your coworkers or others wish you would consume with them. I'm working on this myself and do not even eat pasta anymore. Mediterranean diet, minus the fish, plus the chicken for me. It works.

Patrick.. you must make sure that you are drinking as much water as possible.. think 1 ounce for every kilo of weight.. or 1/2 ounce for every pound that you weigh..
Also, make sure you are getting enough protein.. contact me, and I will do the numbers for you and tell you what your minimum intake of protein per day should be.. the weight will slide off you .. believe me.. it tried and true..
